Teryn Zmuda is a public sector executive and thought leader with deep experience building and leading organizations, partnerships, and policy networks that strengthen government capacity and policy implementation. She serves as the inaugural executive director of Data-Smart City Solutions within the Bloomberg Center for Cities at Harvard University that focuses on advancing responsive governance and effective local practice on a global stage.
Previously, Zmuda was chief research officer at the National Association of Counties, where she led multidisciplinary teams and national research agendas focused on federal policy design, governance, federalism, and public sector infrastructure. She also served as an appointed member of the U.S. Bureau of Economic Analysis (BEA) Advisory Board and advised the U.S. Department of Treasury and leadership within the White House on federal legislation across administrations. Throughout her career, Zmuda has built enduring partnerships with think tanks, the private sector, and academia to bridge institutions and design stronger policy.
She holds a Bachelor of Arts in sociology from the University of Maryland, where she led her NCAA Division I team to three conference championships. Zmuda also holds a Master of Arts of applied economics from George Washington University and is pursuing a Ph.D. in public policy.
